The 5th Session of the Tokyo Convention Committee in conjunction with the 3rd APNNIC Plenary, and the 18th Session of the Committee of the 1983 Regional Convention on the Recognition of Qualification will take place on 22 – 24 November 2023 in Bangkok, Thailand.

The events are planned to review the status and readiness of countries throughout the region to ratify and implement the Tokyo Convention on recognition and join APNNIC. The meeting objectives are below, and official invitations will be sent soon via National Commissions for UNESCO.

Meeting objectives:

  • identify and explore key themes, challenges, and issues relating to qualifications recognition and the higher education sector, and the strategic and practical benefits of the Tokyo Convention, including links to quality assurance, qualifications frameworks, innovation, and the skills agenda.
  • raise awareness and understanding of the Global Convention on the Recognition of Qualifications concerning Higher Education, including how it complements the Tokyo Convention.
  • enhance regional cooperation and advance a deeper understanding of the diversity of qualifications, education and training systems, and qualifications recognition systems within the region.
  • strengthen information sharing and provision amongst Parties, National Information Centres (NICs) and through the APNNIC network, including on qualifications recognition approaches, quality assurance arrangements, and qualifications and education systems.
  • enhance regional understanding of the role of NICs and APNNIC and facilitate the development of practical tools to support quality recognition decisions and the establishment of a regional community of practice.
  • collect reports from State Parties of the 1983 Convention concerning the readiness to ratify the Tokyo Convention and the Global Convention.
