The number of Korean students studying abroad increased sharply from the year 2000, peaking at 260,000 in 2011 and reaching nearly 240,000 in 2017.
Inbound students
Korea has hosted a growing number of international students since 2006. As of 2019, 160,000+ international students were studying in Korea.

Global Korea Scholarship (GKS)
The Global Korea Scholarship (GKS) programme aims to encourage outstanding international students to study in Korea. It provides such students with opportunities to conduct advanced studies in undergraduate and graduate degree programmes at higher education institutions in Korea.
Scholarship benefits include flight, tuition, a stipend, medical insurance, and a settlement allowance. The scholarship provides support to help students achieve their academic goals and build global networks, thereby changing their lives through the high-quality educational environment in Korea.
The National Institute for International Education (NIIED), a government entity under the Ministry of Education of the Republic of Korea, operates the GKS programme.

Higher Education for ASEAN Talents (HEAT)
Higher Education for ASEAN Talents (HEAT) is a full scholarship opportunity for ASEAN faculty members to acquire a doctoral degree in Korean universities.
This programme aims to provide ASEAN faculty members with the opportunity to enhance their expertise and contribute to their countries and home universities after completing their studies. At the same time, it enables Korean universities to strengthen their capabilities by offering invitations to outstanding faculty members from the ASEAN region. Eventually, it is expected to strengthen ties between Korea and ASEAN.
Each year thirty scholarship recipients from ASEAN members states will be selected, and each person will receive a full scholarship including tuition, living expenses, and other costs for three years.
HEAT is funded from the ASEAN-Korea Cooperation Fund (AKCF), and the Korean Council for University Education (KCUE) is the implementing agency.
HEAT universities include: Chung-Ang University, Ewha Womans University, Jeonbuk National University, Kangwon National University, Korea University, Kyung Hee University.
CAMPUS Asia
The Collective Action for Mobility Programme of University Students in Asia (CAMPUS Asia) is a project to support the operation of joint and double degree programmes and exchange programmes among Korea, Japan, and China.
The CAMPUS Asia Programme was adopted as a new cooperative project at the third Japan-China-ROK Trilateral Summit (30 May, 2020).
This project started with ten universities and now seventeen consortia consisting of forty universities are actively engaged in cross-border education. In addition, the fields of study have expanded, from social science to medicine, animation, marine science, environmental design.
CAMPUS Asia beneficiaries pay tuition only to their own universities. Expenses for other universities are exempted. Beneficiaries are also supported with living expenses, language education, work experience, cultural experience, and other programmes.
AIMS
The Asian International Mobility for Students (AIMS) Project aspires to create a vibrant programme for citizens of SEAMEO* Member Countries and beyond, promoting the mobility of students in order to cultivate globalized human resources for the region, create and nurture an ASEAN identity in the minds of young people of the region, contribute to the internationalization of higher education in the region, and build towards the formulation of an ASEAN Community and a regional higher education common space.
The secretariat of the AIMS project is SEAMEO RIHED** and seventy-eight universities from nine countries actively interact in ten disciplines – Agriculture, Biodiversity, Economics, Engineering, Environmental Management & Science, Food Science & Technology, Hospitality & Tourism, International Business, Language & Culture, Marine Science.
The Korean Council for University Education (KCUE), which carries out the project, participates in the annual AIMS Steering Committee and Review Meeting, establishes a ASEAN+3 network in higher education, and holds meetings for AIMS universities or students in Korea.
