Student Mobility in Mongolia

The National Information Center of Mongolia (NIC) fulfills the national mandate to verify and register higher education qualifications obtained abroad. These functions support transparency, quality assurance, and the mobility of students and graduates.

Inbound Students – Verification and Registration of Mongolian Qualifications

  1. Registration in National Systems
    Bachelor’s, master’s, and doctoral degrees earned by inbound students are recorded in the Higher Education Information Management System (HEMIS), administered by the Ministry of Education.
  2. Institutional Data Submission
    Admission and academic officers of higher education institutions (HEIs) enter diploma and transcript information into HEMIS.
    o Authorized bodies are granted controlled access.
    o MNCEA and NIC rely on HEMIS as the official source for validation and documentation of qualifications.
  3. Verification Process
    When inbound students request a Qualification Verification Certificate, NIC verifies the qualification through:
    o the MNCEA platform containing accredited and recognized programs, and
    o the HEMIS database.
    This ensures accurate confirmation of program quality and authenticity.
  4. Issuance of Verification Certificates
    Upon completing all verification steps, NIC issues an official Qualification Verification Certificate confirming the legitimacy of the qualification and the status of the study program.

Outbound Students – Current Situation

The National Information Center of Mongolia (NIC) fulfills the national mandate to verify and register higher education qualifications obtained abroad. These functions support transparency, quality assurance, and the mobility of students and graduates.

Outbound Students – Verification and Registration of Qualifications Obtained Abroad

  1. Submission of Requests
    Mongolian citizens who have completed bachelor’s, master’s, or doctoral degree programs abroad must submit a formal request to the National Information Center (NIC) for verification of their qualifications.
  2. Verification of Authenticity
    The NIC verifies the authenticity and issuance of foreign qualifications through cooperation with:
    • accredited higher education institutions abroad, and
    • partner National Information Centres (NICs) and recognition authorities in other countries.
  3. Registration in National Systems
    Once verification is completed, the NIC registers the foreign qualification in the Higher Education Management Information System (HEMIS) operated by the Ministry of Education.
  4. Integration into National Digital Services
    After registration in HEMIS:
    • The General Authority for Education (GAE) reviews, confirms, and transfers the verified information to e-Mongolia, the national digital public service platform.
