NIC Activities

The Mongolian National Information Center (NIC), operating under the Mongolian National Council for Education Accreditation (MNCEA), serves as Mongolia’s official body responsible for ensuring the recognition of Mongolian qualifications abroad and facilitating the recognition of foreign qualifications within the country.

MNCEA is an independent agency mandated to accredit educational programs and functions under the auspices of the Ministry of Education. As the National Information Centre for comparing and recognizing higher education qualifications, NIC is designated by national legislation as the competent authority for determining the eligibility and recognition of both Mongolian and foreign qualifications.

Mongolia acceded to the UNESCO Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education (Tokyo Convention) in December 2017 and to the UNESCO Global Convention on the Recognition of Qualifications concerning Higher Education in 2024. Under these conventions, each Party is required to establish and maintain a National Information Centre (NIC) to provide reliable information about its higher education system, supporting smooth evaluation and recognition processes across countries.

The current roles and activities of the NIC include:

  • Ensuring the international recognition of Mongolian higher education qualifications
  • Evaluating and recognizing qualifications obtained overseas
  • Serving as a partner organization in the Erasmus+ DOMANI Project, which aims to build educational partnerships among EU, Ukrainian, and Mongolian institutions. The project leverages EU expertise to strengthen organizational capacity, ICT systems, and mentorship frameworks for enrollment, certification, and quality assurance in micro-credential provision for higher education students and lifelong learners—contributing to competitive and resilient green economies in Mongolia and Ukraine
  • Expanding international cooperation with other national information centers
    • An MoU was signed with KARIC (Republic of Korea) in 2024
    • A proposal for an MoU has been discussed with NIC Japan
