
Held from 22 to 24 November 2023 in Bangkok, Thailand, the Fifth Session of the Tokyo Convention Committee was convened together with the Third APNNIC Plenary and the Eighteenth Session of the 1983 Regional Convention Committee.
The meeting gathered representatives from Tokyo Convention States Parties and guests from across the region to advance cooperation and effective implementation of the Tokyo and Global Conventions on the recognition of qualifications in higher education.
Key commitments included:
- Encouraging more countries to accede to the Tokyo Convention and the Global Convention to enhance regional and interregional mobility.
- Strengthening cooperation, information exchange, and shared learning to facilitate fair and transparent recognition decisions.
- Promoting deeper understanding of qualifications systems and quality assurance mechanisms within the region.
- Developing a workplan to 2030 to guide implementation of the Tokyo Convention and a complementary action plan for APNNIC to build a stronger regional community of practice.
UNESCO, as the Secretariat and UN agency for education, continues to facilitate cooperation and communication among Member States in pursuit of the Education 2030 Agenda and SDG 4.
