Final Mongolia’s NQF

The MNQF was legally introduced through Article 17 of the revised Labor Law (2021) and reinforced by the General Law on Education (2023). Article 24 authorizes the Government of Mongolia to adopt the framework, while Article 17.13 assigns responsibility for its implementation and management to education quality assurance agencies.

The MNQF was officially endorsed via Government Resolution No. 227 on May 22, 2024. It establishes a structured framework with clearly defined qualification levels and associated learning outcomes based on knowledge, skills, and competencies. The framework integrates general education, technical and vocational education and training (TVET), and higher education, supporting progression, recognition, and employability.

According to Article 3.1.15 of the General Law on Education, the MNQF consists of multiple levels, providing a unified reference for all education and training sectors, and ensuring transparency, comparability, and quality across Mongolia’s education system.

Things to do Mongolian NQF:

  • The Ministry of Education, Culture, Science, and Sports and Ministry of Labour and Social Protection should assess and review the draft of Mongolian NQF and approve it.
  • In order to implement Mongolian NQF, the working group which includes representatives from the Ministry of Education, Culture, Science, and Sports and Ministry of Labour and Social Protection set up. Then the working group makes the action plan and budget to Government expenses.
  • Need to make Reference Report which is a main document for NQF
