Education

Elementary and Secondary Education 

The school system follows a 6+3+3 model. It consists of six years of primary education (elementary school, age 6–12), three years of lower secondary education (middle school, age 12–15), and three years of upper secondary education (high school, age 15–18). The first nine years of schooling (elementary and lower secondary school) is compulsory. A school should meet the establishment standards prescribed by Presidential Decree, such as facilities and equipment and obtain authorization from the Superintendent of an Office of Education which belongs to a City, a Do, or a Province.

Schools are classified into national schools, public schools, or private schools according to the founding entities. The Minister of Education determines basic matters on standards and details of the curricula, and the Superintendent of an Office of Education may determine the standards and details thereof according to actual circumstances of a region within the scope of the curricula determined by the Minister of Education.

Korea has four types of high schools: general high schools, special-purpose high schools, specialized high schools, and autonomous high schools. Despite the different school types, all high school graduates receive the same level qualification. In addition, a person who has not graduated high school but has passed a high school equivalency examination is deemed to have an academic background equivalent to that of a high school graduate in entering a school of higher grade.


KSCED-ISCED

The UNESCO Institute for Statistics (UIS), the official statistical agency of UNESCO, developed the International Standard Classification of Education (ISCED) in the 1970s to collect and analyze internationally comparable educational statistics and revised it in 1997 and in 2011.

As UNESCO has recommended the use of ISCED to each country, the Statistics Korea enacted the Korean Standard Classification of Education (KSCED) in 2009. After revision in 2014, it was publicly notified.

Higher Education

Higher education institutions in Korea consist of junior colleges (2~3-year courses), universities (4-year courses) and graduate schools. A Junior college confers an associate degree. If a person who was admitted to an advanced major program or a 4-year course designed to train medical personnel and has completed the courses determined by school regulations, junior college could award a bachelor’s degree. In recent years, with the development of information and communication technologies, cyber colleges that deliver education via of e-learning have also increased in number. Graduate-level courses (master’s and doctor‘s degree courses) are generally provided at 4-year universities. However, graduate school universities have established to exclusively offer graduate programs with no affiliations to universities.


Legal Basis

Overall responsibility for education in the Republic of Korea lies with the Ministry of Education. Korean higher education has its legal basis in the Higher Education Act and other related laws.

Admission Qualifications for Higher Education Courses

Admission to higher education institutions  is of two types; general and special admission. General admission is designed to select students according to universal educational standards for ordinary students. Special admission is designed to select students based on standards presented by universities, such as special experience or aptitude, or those who need to be selected based on differential educational compensation standards. Overseas Koreans and foreigners are subject to special admission.

Students may enter courses under early admission or regular admission. For early admission, students are evaluated based on their school records and other extra-curricular activities from high school. For regular admission, students are evaluated based on the results of the College Scholastic Ability Test (CSAT). Most universities and colleges implement regular admissions on the basis of a combination of student records (School Activities Record) and CSAT scores. Some universities also use essays, interviews or in-house entrance examinations for additional screening purposes.



CSAT (College Scholastic Ability Test)

The CSAT is run and administered by the Korea Institute of Curriculum and Evaluation (KICE). The CSAT is taken once a year, normally in mid-November, and lasts a full day. The CSAT consists of tests in Language Arts, Mathematics, English, Korean History, Social Studies/Science/Vocational Education, and second foreign languages/Chinese characters & classics. Students may select all or some of the five tests, as well as specific subjects.

The CSAT is not mandatory, but most high school students in Korea choose to take the test to meet the requirements of universities.

 

Credit and Grading System

Credit System

Under Article 21 of the Higher Education Act, the completion of a course of study is based on the grade and credit system. Under Article 14 of the Enforcement Decree of the Higher Education Act, Credit hours are determined by schools for each class subject, based on the characteristics of the relevant curriculum, but should be at least 15 hours each semester. Mostly, 1 credit is given when taking a course over more than 15 hours in a semester and a student is able to take approximately 17–20 credits per semester under school regulations.

Two or more semesters constitute each school year, and the number of school days must exceed 30 weeks per year.


Grading System

The grade for each subject is given as a Grade Point Average (GPA). The grading method follows school rules. The completion of a subject is accepted as a credit if the grade is above a certain level. A failed subject will be excluded from one’s earned credits. Some schools allow students to take additional credits if their average score in the previous semester is higher than a certain standard, and restrict students to register for the maximum number of credits if they are placed under academic probation. The minimum credits required to obtain a degree are subject to the school regulations of individual universities.

Most Korean higher education systems follow the grading system below.

 
Recognition of Credits

Under Article 7 of the Act on Recognition of Credits, etc., any of the following categories of students may be deemed to have earned credits at relevant schools.

  • Where a student has earned credits in any other domestic or foreign school
  • Where a student earned credits at lifelong education centres that offer education courses and degrees that are deemed equivalent to those offered by junior college or university graduates
  • Where a student has completed a curriculum equivalent to university courses in any domestic or foreign high school and in any domestic school
  • Where any person who takes a leave of absence to enlist in the military or to complete mandatory military service has earned credits after taking distance learning courses
  • Where credits are recognized by the Minister of Education
  • Where the fact that a student studied, conducted research or practiced at other schools, research institutions, industrial enterprises, etc. or worked for any industrial enterprises is recognized (limited to industrial colleges and junior colleges)

Academic Credit Bank System (ACBS)

The Academic Credit Bank System  is an open educational system which offers lifelong learning opportunities. It recognizes diverse learning experiences both within and outside of school. A person who earns 80 credits can obtain an associate degree and a person who earns 140 credits can obtain a bachelor’s degree.

  • Those who were admitted to bachelor’s degree courses and have completed the courses determined by school regulations
  • Those who have completed 4-year courses in junior colleges for medical personnel determined by school regulations
  • Those who were admitted to advanced major programmes in junior college and have completed the courses determined by school regulations
  • Those who were admitted to advanced major courses with a degree in a Polytechnic College and have completed the courses determined by school regulations
  • Those who have completed courses of study assessed and certified and whose credit points are recognized by the Minister of Education (over 140 credit points)
  • Those who have received credit points recognized by the Minister of Education (over 140 credit points)

National Information Centre (NIC) Information and Activities


The Korea Academic Recognition Information Centre (KARIC) is a National Information Centre (NIC), officially designated by the Korean Ministry of Education in April 2019.

Republic of Korea ratified the Regional Convention on the Recognition of Studies, Diplomas and Degrees in Higher Education in Asia and the Pacific in 1989 and the Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education in 2017.

KARIC works to provide information on Korean higher education to enhance recognition of qualifications globally, build a global network for recognition of qualifications, and conduct research on recognition of qualifications.

KARIC Opening Ceremony  25 July 2019

The Korea Academic Recognition Information Centre (KARIC) held the KARIC Opening Ceremony at the Novotel Ambassador Dongdaemun on 13 June 2019.

In conjunction with the opening ceremony, KARIC held a Workshop on the Korean Qualifications Recognition and Higher Education System, and shared the current status of qualifications recognition at national level, and information on the higher education systems of Korea, Viet Nam, and Australia on the following day.

A total of 36 guests from 10 countries, including directors, representatives, and experts of the Korean Ministry of Education, Korean Council for University Education (KCUE), Nuffic Neso Korea, the National Institute for Lifelong Education, the Korean Council for University College Education (KCCE), the Korean National Commission for UNESCO, UNESCO Bangkok, Viet Nam National Academic Recognition Information Centre (VN-NARIC), and the Australian Government Department of Education and Training attended the ceremony and offered their congratulations on the official opening of the KARIC.

Meekyung Shin, Director of the Korean Ministry of Education, said that KARIC would contribute to promoting mobility and strengthening cooperation in higher education. Jongbo Yim, President of KCUE, said KARIC would further expand its function and scale in the future.

Tran Thi Ngoc Bich, Director of VN-NARIC, and Elizabeth Campbell-Dorning, Counselor of the Australian Government Department of Education and Training, delivered congratulatory remarks.

Wesley Teter, Senior Specialist of UNESCO Bangkok, talked about the meaning of the Tokyo Convention and Dongseok Seo, Director of KARIC, gave a presentation on the Past, Present, and Future of KARIC.

KARIC announced its new start through a Signboard Awarding and Ribbon Cutting.
The ceremony was organized to celebrate the designation of KARIC as a National Information Centre (NIC) on 2 April 2019.

KARIC was established in 2017 and laid the foundation for the implementation of the Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education in Korea.

Definition

A educational institution similar to University and College, Industrial College, Teachers’ College, Junior College, Cyber College, and Technical College.

Conferment of Degrees
  • Various kinds of school which are equivalent junior college: any person who has completed courses determined by school regulations shall be granted an associate degree.
  • Various kinds of school which are equivalent to university: any person who has completed courses determined by school regulations shall be granted a bachelor’s degree.

School-Type Lifelong Educational Establishment (Major College)

Definition

A high technical school which is converted into a lifelong educational establishment, the graduates of which are recognized as having educational attainment and degree equal to those of graduates of a junior college, after obtaining authorization from the Minister of Education

In-House College-Type Lifelong Educational Establishment

Definition

A lifelong educational establishment, where an operator of the place of business provides education to employers, the graduates of which are recognized as having educational attainment and degrees equal to those of graduates of a junior college or a university, after obtaining authorization from the Minister of Education.

Distance College-Type Lifelong Educational Establishment

Definition

A lifelong educational establishment providing distance education to many specified or unspecified persons or providing them with a variety of information making use of information and communications media, the graduates of which are recognized as having educational attainment and degrees equal to those of graduates of a junior college or a university, after obtaining authorization from the Minister of Education.

Polytechnic College

Purpose

To educate necessary human resources at industrial sites and support the development of vocational ability of workers.

Classification of Courses
  • Courses for multi-functional technicians: Education and training courses to nurture workforce with skills and knowledge required by at least two types of occupational categories so that they can contribute to increasing productivity and solving technical problems throughout the entire process from development to manufacture of products.
  • Advanced major courses with a degree: Advanced major courses that facilitate and support the continuing education of persons who have graduated from polytechnic colleges or junior colleges and to confer a bachelor’s degree upon them.
Conferment of Degrees
  • A person who has completed a course for multi-functional technicians in a polytechnic college shall be granted an associate degree
  • A bachelor’s degree shall be conferred in accordance with Article 50.2 (1) of the Higher Education Act on anyone who completes the course determined by school regulations after having been admitted into an advanced major course with a degree established and operated

Graduate School
Type
  • General graduate school: Graduate school, the main educational purpose of which is to learn basic theories of studies and to conduct advanced academic research.
  • Specialized graduate schools: Graduate school, the main educational purpose of which is to apply practical theories required for training of human resources in the field of specialized vocations and to conduct research and development related thereto.
  • Special graduate schools: Graduate school, the main educational purpose of which is to provide continuing education for working people or ordinary adults.

Global Korea Scholarship (GKS)

The Global Korea Scholarship (GKS) programme aims to encourage outstanding international students to study in Korea. It provides such students with opportunities to conduct advanced studies in undergraduate and graduate degree programmes at higher education institutions in Korea.

Scholarship benefits include flight, tuition, a stipend, medical insurance, and a settlement allowance. The scholarship provides support to help students achieve their academic goals and build global networks, thereby changing their lives through the high-quality educational environment in Korea.

The National Institute for International Education (NIIED), a government entity under the Ministry of Education of the Republic of Korea, operates the GKS programme.

Higher Education for ASEAN Talents (HEAT)

Higher Education for ASEAN Talents (HEAT) is a full scholarship opportunity for ASEAN faculty members to acquire a doctoral degree in Korean universities.

This programme aims to provide ASEAN faculty members with the opportunity to enhance their expertise and contribute to their countries and home universities after completing their studies. At the same time, it enables Korean universities to strengthen their capabilities by offering invitations to outstanding faculty members from the ASEAN region. Eventually, it is expected to strengthen ties between Korea and ASEAN.

Each year thirty scholarship recipients from ASEAN members states will be selected, and each person will receive a full scholarship including tuition, living expenses, and other costs for three years.

HEAT is funded from the ASEAN-Korea Cooperation Fund (AKCF), and the Korean Council for University Education (KCUE) is the implementing agency.

HEAT universities include: Chung-Ang University, Ewha Womans University, Jeonbuk National University, Kangwon National University, Korea University, Kyung Hee University.

 

CAMPUS Asia

The Collective Action for Mobility Programme of University Students in Asia (CAMPUS Asia) is a project to support the operation of joint and double degree programmes and exchange programmes among Korea, Japan, and China.

The CAMPUS Asia Programme was adopted as a new cooperative project at the third  Japan-China-ROK Trilateral Summit (30 May, 2020).

This project started with ten universities and now seventeen consortia consisting of forty universities are actively engaged in cross-border education. In addition, the fields of study have expanded, from social science to medicine, animation, marine science, environmental design.

CAMPUS Asia beneficiaries pay tuition only to their own universities. Expenses for other universities are exempted. Beneficiaries are also supported with living expenses, language education, work experience, cultural experience, and other programmes.

 

AIMS      

The Asian International Mobility for Students (AIMS) Project aspires to create a vibrant programme for citizens of SEAMEO* Member Countries and beyond, promoting the mobility of students in order to cultivate globalized human resources for the region, create and nurture an ASEAN identity in the minds of young people of the region, contribute to the internationalization of higher education in the region, and build towards the formulation of an ASEAN Community and a regional higher education common space.

The secretariat of the AIMS project is SEAMEO RIHED** and seventy-eight universities from nine countries actively interact in ten disciplines – Agriculture, Biodiversity, Economics, Engineering, Environmental Management & Science, Food Science & Technology, Hospitality & Tourism, International Business, Language & Culture, Marine Science.

The Korean Council for University Education (KCUE), which carries out the project, participates in the annual AIMS Steering Committee and Review Meeting, establishes a ASEAN+3 network in higher education, and holds meetings for AIMS universities or students in Korea.
